November/December 1993 - A Public Enquiry was
held in Caernarfon
to examine three possible options for the future of the former Welsh
Highland
Railway: (i) Transfer of its remaining property and
powers to Ffestiniog
Railway Holdings Ltd., with a view to rebuilding the WHR starting from
the Caernarfon end; (ii) Transfer of similar powers
to a consortium
of the Welsh Highland Light Railway (1964) Ltd. and Gwynedd County
Council,
with a view to rebuilding the WHR from both ends; and (iii)
the
option that the WHR should not be rebuilt at all.

July 1994 - The Secretary of State for Transport
decided in favour
of the Ffestiniog bid for the WHR trackbed, although the report of the
Public Enquiry had found in favour of the WHLR (1964) Co./Gwynedd
County
Council bid. The reasons given for the Secretary of State's decision
included:
a preference for a wholly private sector restoration; greater potential
confidence by investors in the commercial track record of the FR; and
better
prospects for the entire scheme if rebuilt solely from the Caernarfon
end.
The Secretary of State also noted much that was positive in the 1964
Co./Gwynedd
bid, not least the potential of its existing Porthmadog site.

September 1994 - The Welsh Highland Railway
Society held its Inaugural
General Meeting at Dinas. At the meeting the WHRS was officially
appointed
as supporting organisation for the WHR Project.
